Step 2: Monetary Capital towards Program, through National Sales & Capital Gaines Taxes, of 1% Each; excessive funds will be used for 50% National Debt Reduction + 50% Homeland Security Improvements (Latter focused on the Inland). 🌎 Ally Countries, will utilize similar templates of sensible funding, with functionality  distribution differences, in regards to excessive funds. 

Step 3: Operative Success & Maintenence with Continuously Improved Opportunities, 🦅 through Department of Homeland Security Integrative Integrity.
